Abstract (German):Die Lehrerinnen- und Lehrerbildung ist ein zentrales Element des Bildungsföderalismus. Dass im Zuge der Schaffung von pädagogischen Hochschulen (PH) nicht nur kantonale, sondern auch interkantonale Lehrerinnen- und Lehrerbildungseinrichtungen realisiert wurden, vermag deshalb zu erstaunen. An den Beispielen des Kantons Aargau respektive der Schaffung einer PH innerhalb der Fachhochschule Nordwestschweiz sowie des Kantons Zug und seiner Beteiligung an der PH Zentralschweiz werden die Reformprozesse skizziert, die zu einer Lehrerinnen- und Lehrerbildung in mehrkantonaler Trägerschaft geführt haben. Dabei wird insbesondere thematisiert, welche Argumente im Reformdiskurs zentral waren, und aufgezeigt, wie die interkantonale Steuerung der Lehrerinnen- und Lehrerbildung organisiert ist. Angesichts der nach wie vor bestehenden kantonalen Bindung wird abschliessend die Frage aufgeworfen, ob sich eine regionale Lehrerinnen- und Lehrerbildung tatsächlich realisieren lässt.
Abstract (English):Teacher education is a core element of educational federalism. Therefore the fact that in the process of establishing universities of teacher education not only cantonal but also intercantonal institutions were realised presents a remarkable issue in Swiss educational politics. The reform processes that led from former purely cantonal to intercantonal Universities of Teacher Education are outlined using the examples of Aargau and the formation of the University of Applied Sciences Northwestern Switzerland (FHNW) and of Zug and its participation in the University of Teacher Education Central Switzerland (PHZ). The article explores the central arguments in these two specific reform discourses and shows how the intercantonal governance of each of these institutions is organised. Given the still existent close connection to cantonal legacy, the article ends by raising the question, whether a regional techer education is possible at all.
