Abstract (English): | In the recent debate on the theory of social work, the thesis has been launched that we are witness to a process of "normalization" of social work. This thesis is basically substantiated by the expansion of the fields of action of social work. The author confronts this thesis with findings concerning a socio-structural "division of society" and enquires into the consequences for the clients, on the one hand, and for the conceptions and objectives of social work, on the other. Drawing on arguments of constitutional theory, he analyzes the significance of social civil rights for the theory of social work and discusses its potentials regarding the constitution of a democratic polity.
