Abstract (German):Mit Bildungsstandards und Kompetenzmodellen sind zwei neue Instrumente der inhaltlichen Steuerung von Schule zu den traditionellen Lehrplänen hinzugekommen. Mit diesen Elementen ist die Erwartung verbunden, dass der Auftrag der Schule präziser, überprüfbar und verbindlicher formuliert werden kann. Im folgenden Beitrag wird das Verhältnis von Bildungsstandards und Kompetenzmodellen zu den Lehrplänen erörtert und es wird gefragt, ob und wie die neuen Elemente in die Lehrpläne integriert werden können und sollen. Die Integration der neuen Elemente in die Lehrpläne ist nicht bloss Ausdruck eines veränderten Steuerungsverständnisses von Schule, es verändern sich damit auch die Rollen und Aufgaben der Akteure im Feld, der Politik, der Schuladministration, der Praxis und der Wissenschaft. Der Artikel plädiert für eine funktionale Differenzierung im Geschäft der Lehrplanung.
Abstract (English):In the few last year’s Governance in education has been enlarged by new instruments as national Standards and models of competence. The traditional curricula are seen as no more sufficient. The social order of schooling has been replaced by measurable goals and objectives as desired outcomes. A systematic nationwide and international testing of school achievements is established or planed. School control and supervision was brought closely together with instructional development and school improvement. This new type of governance brings some shifts in the former roles of administration, teachers, scientists and politicians. By this trends the different functions and responsibilities of the agents are covered up, especially the central role of teachers will be weakened. The article argues for clearing the different functions and holding it separately.
