Abstract (German):Das neue Hochschulförderungs- und -koordinationsgesetz (HFKG) will im Rahmen einer zukunftsgerichteten Hochschulpolitik durch vermehrte Steuerung die Qualität und Wettbewerbsfähigkeit des Schweizer Hochschulsystems fördern. Die Rolle der kantonal ge­steuerten, in ihren Organisationsstrukturen sehr heterogenen und noch jungen pädagogischen Hochschulen ist wenig transparent. Die pädagogischen Hochschulen müssen in einem Prozess der Selbstharmonisierung Voraussetzungen schaffen, damit sie sich als eigenständigen Hochschultypus im HFKG positionieren können.
Abstract (English):A new federal act on higher education has been designed to coordinate the Swiss university system. Its purpose is to direct and support institutions of higher education in order to ensure high quality standards and competitiveness. At present, the part of the cantons in running their universities of teacher education still varies remarkably. Furthermore, the organizational structures of this relatively new type of university are not transparent enough. Therefore, universities of teacher education are required to establish processes of and lay the foundations for self-harmonization so that they can position themselves effectively as an independent type of university within the bounds of this new law.
