Abstract (German):Forschungsmethode: Politikberatung, anwendungsorientiert. Angesichts sich wandelnder Arbeits- und Lebensverhaeltnisse in der Bundesrepublik Deutschland werden in dem Beitrag bildungspolitische und schulpaedagogische Konsequenzen eroertert und ein konzeptioneller Rahmen zur Reform der grundlegenden Bildung fuer Kinder und Jugendliche aus unteren Statusgruppen zur Diskussion gestellt. Dieses Bildungskonzept sieht Grundschulen unterschiedlicher Dauer vor, in die die Unterstufe der Schule fuer Lernbehinderte integriert wird. Ferner werden eine zweijaehrige Eingangsstufe zu Jugendschulen fuer die 12- bis 13jaehrigen, die nicht auf weiterfuehrende Schulen kommen koennen, und diversifizierte Jugendschulen fuer die berufliche und lebenspraktische Bildung der 14- bis 17jaehrigen vorgeschlagen. Diese Jugendschulen sollen die bisherige Oberstufe der Haupt- und Sonderschulen ersetzen. Um den Absolventen den Zugang zum Beschaeftigungssystem zu sichern, wird gefordert, dass zwischen den Jugendschulen und potentiellen Arbeitgebern bindende Kooperations- und Abnahmevertraege geschlossen werden, die zeitlich befristete Erstbeschaeftigungsverhaeltnisse garantieren. Abstract (English):As a consequence of increasingly radical changes in the labor-market and living conditions in the FRG the classical ideas of how to organize one's own biography lose their guiding potential. This necessitates the development of organisational and curricular alternatives to existing educational institutions in which disadvantaged young persons are to be prepared to participate in social life. The traditional primary, nonselective secondary, and special schools are unable to cope with these challenges. Therefore a detailed conceptual framework is proposed which integrates various efforts, especially those developped by schools for educationally handicapped. The educational program for children and adolescents of the lower social strata outlined here proposes a transformation of the traditional institutions designed for lowachieving students into a new type of primary and "youth schools".
