Abstract (German):Basierend auf dem Verständnis eines Bürgers als demokratischer Mit-Akteur und als liberales Rechtssubjekt diskutiert diese Arbeit die Bedeutung von Bürgerschaft auf europäischer und globaler Ebene. Ein EU-Bürger wurde historisch erst als Rechtssubjekt betrachtet, entwickelte sich jedoch zunehmend zu einem subsidiären, politischen Mit-Akteur. Ein "Europabürger" im Rahmen des Europarats kann als Menschenrechtssubjekt und teilweise auch als Vorstufe eines elitären politischen Akteurs verstanden werden. Jedoch kann nur von einer sehr begrenzten globalen Bürgerschaft die Rede sein: Es handelt sich hauptsächlich um ein "deklaratives" Rechtssubjekt und die Anzahl der meist professionellen politischen Akteure bleibt sehr beschränkt. Für die politische Bildung ergibt sich hier eine besondere Brisanz zwischen normativen (philosophischen und pädagogischen) Setzungen, wie z.B. "Globales Lernen", und der politisch-rechtlichen Realität. Ob und wie (politische) Bildung einen Beitrag zur Schaffung des Europa- oder Weltbürgers leisten kann oder sollte, bleibt folglich unklar. Abstract (English):With citizenship understood as democratic co-actor and liberal legal subject, the authors will discuss the existence and the relevance of a European and a global citizenship. Historically, an EU citizen was constituted as a legal subject and is now developing partially into a subsidiary political co-actor. A "European citizen" of the Council of Europe as a legal subject of Human Rights can be said to exist. Global citizenship hence turns out to be limited: it mainly refers to a "declarative" legal subject and to a small number of mostly professional political actors. A considerable challenge for civic education is the significant chasm between normative (philosophical and pedagogical) approaches as global learning on the one hand, and the political and legal reality on the other hand. It is still unclear whether and how civic education should and could contribute to the creation of a European or a global citizen. (DIPF/Orig.)
