Abstract (German):Nach einem mehrjährigen Entwicklungsprozess wurde im November 2017 die „Strategie zur Validierung nicht-formalen und informellen Lernens in Österreich“ beschlossen. Sie bietet einen gemeinsamen strategischen Rahmen für die in Österreich bereits vorhandenen und neu entstehenden Validierungsinitiativen, um deren (Weiter-)Entwicklung, Koordination und Qualitätssicherung zu fördern. Der vorliegende Beitrag beschreibt neben Spezifika des österreichischen Qualifikationssystems, politische Prozesse und Strategien auf europäischer und nationaler Ebene, die Anstoß für die Erarbeitung einer österreichischen Validierungsstrategie waren. Für die erste Umsetzungsphase (2017-2019) wurden vier Arbeitsgruppen vorgesehen, um an Empfehlungen zur qualitativen Umsetzung von Verfahren und Instrumenten zur Validierung von in nicht-formalen und informellen Lernkontexten erworbenen Kompetenzen zu arbeiten. Der Beitrag schließt nach einem Einblick in die Ziele und Säulen der österreichischen Validierungsstrategie mit einer Diskussion der aktuellen und künftigen Herausforderungen in deren Umsetzung. Hier stehen einander nicht zuletzt hohe Erwartungen und finanziell ungelöste Fragen sowie das Fehlen eines individuellen Rechtsanspruchs gegenüber. (DIPF/Orig.)
Abstract (English):After a development process that took several years, the „Strategy for Validating Nonformal and Informal Learning in Austria“ was decided upon in November 2017. It provides a common strategic framework for previously existing as well as newly developed validation initiatives in Austria in order to promote their (further) development, coordination and quality assurance. Along with the specifics of the Austrian qualification system, this article describes political processes and strategies at the European and national levels that provided the impetus for the preparation of an Austrian validation strategy. During the initial implementation phase (2017-2019), four working groups were envisaged to work on recommendations for the qualitative implementation of procedures and tools for validating competences acquired in non-formal and informal learning contexts. Following a brief summary of the goals and pillars of the Austrian validation strategy, the article concludes with a discussion of current and future challenges to its implementation. Too high expectations and unresolved financial issues as well as the lack of an individual‘s legal right to validation of competences are obstacles that must be overcome. (DIPF/Orig.)
