Abstract (German):Durch die Maßnahmen gegen die COVID-19-Pandemie, insbesondere das umstrittene Gesetz zur Impfpflicht, geriet in Österreich die Möglichkeit zur politischen Beteiligung in den Fokus der Öffentlichkeit: öffentliche Konsultationen. Diese gibt es sowohl national wie auch auf europäischer Ebene. Seit 2021 kann jede Einzelperson in Österreich Stellung nehmen zu allen Vorlagen der Bundesregierung, zu selbstständigen Anträgen von Abgeordneten oder Ausschüssen auf Erlassung von Gesetzen, zu Gesetzesanträgen des Bundesrats, zu Volksbegehren sowie zu Bürgerinitiativen und Petitionen. Alle Anträge und Vorlagen wie auch alle Stellungnahmen dazu müssen auf der Webseite des Österreichischen Parlaments veröffentlicht werden. So wurden insgesamt 108.325 Stellungnahmen zum Impfpflicht-Gesetzesentwurf abgegeben, großteils von Individualpersonen. Auf europäischer Ebene gibt es etwas Ähnliches schon seit 2003. Der politischen Erwachsenenbildung kommen im Zusammenhang mit öffentlichen Konsultationen eine Reihe von Aufgaben zu: Sie soll zur Entwicklung kritischer politischer Urteilskompetenz beitragen, auf gesellschaftliche Entwicklungen im demokratischen Kontext hinweisen, Trends aufgreifen und kritisch reflektieren, die Potenziale und Grenzen solcher Beteiligungsinstrumente aufzeigen, auf eine ungleiche Verteilung demokratischer Handlungsspielräume aufmerksam machen und nicht zuletzt öffentliche Konsultationen auch explizit als Mittel zur Mitbestimmung für Nicht Staatsbürger*innen aufbereiten. Abstract (English):Because of the measures to curb the COVID-19 pandemic, especially the controversial vaccine mandate, the opportunity for political participation has become the focus of the general public: public consultations. They occur at both the national and the European level. Since 2021, every single person in Austria can comment on all federal government bills, independent motions of members of the National Council or committees on the enactment of laws, Federal Council (Bundesrat) bills, petitions for a referendum and citizens' initiatives and petitions. All motions and bills as well as all comments must be published on the website of the Austrian Parliament. A total of 108,325 comments were submitted on the draft of the vaccine mandate, the majority of which were from individuals. Something similar has existed at the European level since 2003. Adult political education has a number of responsibilities in connection with public consultations: It should contribute to the development of critical political judgement skills, point out societal developments in a democratic context, pick up on trends and critique them, indicate the potentials and limits of such participatory tools, draw attention to unequal distribution of democratic spheres of influence and last but not least prepare public consultations explicitly as a means for non-citizens to participate in decision-making.
