Abstract (Deutsch):Das 5. Ranking Politische Bildung misst erstmals auch den Stellenwert der politischen Bildung in der Sekundarstufe II an Gymnasium und Gesamtschule. Zugleich führt es die Analysen des 4. Rankings fort. Mit dem 5. Ranking wird damit erstmalig ein Vergleich der Schulformen und Bildungsgänge der Sekundarstufe II vorgelegt. Wie bisher wird auch ein Ländervergleich für die Sekundarstufe I erstellt. Zu den zentralen Ergebnissen des 5. Ranking gehört: In keinem Bundesland ist das Leitfach der politischen Bildung im Verlauf der Sekundarstufen I und II durchgehend verbindlich; In sechs Bundesländern schließen die Lernenden die Oberstufe ohne verpflichtenden Unterricht in politischer Bildung ab; Die Stundentafeln für die Berufsschule sehen bundesweit für jedes Jahr obligatorischen Politikunterricht vor (mit Ausnahme von Hamburg), während dies nur in sechs Ländern auch für die gymnasiale Oberstufe gilt; Die Quoten für politische Bildung in der Berufsausbildung sind deutlich höher, verbindlicher und durchgängiger als in der Sekundarstufe II von Gymnasium und Gesamtschule; Abgesehen von geringfügigen Änderungen hat sich die Lage in der Sekundarstufe I im Erhebungsjahr nicht verbessert; Drei Länder verharren seit fünf Jahren in der Schlussgruppe des Rankings Politische Bildung: Bayern, Thüringen und Rheinland-Pfalz. Seit 2017 haben sich Berlin, Brandenburg, Nordrhein-Westfalen und Sachsen sowie geringfügig auch Sachsen-Anhalt verbessert. Von einer Gleichwertigkeit der politischen Bildung nach Schulstufen, Schulformen und Bundesländern kann keine Rede sein. Das überrascht nicht nur angesichts des Erstwahlalters. Auch mit Blick auf Demokratiebildung und -sicherung als Aufgabe der Schule ist die Ungleichbehandlung der Jugendlichen verstörend. (DIPF/Orig.)
Abstract (Englisch):The 5th Ranking of Citizenship Education measures for the first time the importance of civic education in the upper secondary level at grammar schools and comprehensive schools (Gymnasium, Gesamtschule). At the same time, it continues the analyses of the 4th Ranking. With the 5th Ranking and for the first time, we present a comparison of school types and courses of education at upper secondary level (Sekundarstufe II). As before, we also present a federal state comparison for lower secondary level. Among the key findings of the ranking are the following: The main subject of civic and citizenship education is not compulsory throughout lower and upper secondary education in any Land; In six Länder, students complete upper secondary school without compulsory civic and citizenship education; The timetables for vocational schools nationwide provide for compulsory civic and citizenship education for every year (with the exception of Hamburg), while this also applies to the academic track of upper secondary education (gymnasiale Oberstufe) in only six Länder; The quotas for civic and citizenship education in vocational education and training are significantly higher, more compulsory and more continuous than in the upper secondary level of Gymnasium and Gesamtschule; Apart from minor changes, the situation in lower secondary education has not improved in the survey year; Three Länder have remained in the bottom group of the civic education ranking for five years: Bavaria, Thuringia and Rhineland-Palatinate. Since 2017, Berlin, Brandenburg, North Rhine-Westphalia and Saxony have improved, as has Saxony-Anhalt to a much lesser extent. There is no question of an equal value of civic and citizenship education according to school levels, school types and federal states. This is not only surprising in the face of the first voting age. The unequal treatment of young people is also disturbing regarding democracy education and safeguarding democracy as a task of schools. (DIPF/Orig.)
