Abstract (English): | The transformation of the welfare State of the post-war period into a liberal competitive State, becoming apparent in the course of the so-called "globalization", leaves hardly any options for nation-state politics to set its course. One of the remaining possibilities is the setting-up of a productivity-increasing infrastructure as an important factor in both production and competition. In the Provision of such an infrastructure an efficient educational and scientific policy certainly plays a crucial role. The author pleads for a renunciation of the present model of a state-run (and spoonfed) educational and scientific production and discusses the model of a "dual" co-operative form modelled on the German dual system of vocational education as a possible alternative.
