Abstract (German):Moderne (öffentliche) Bildungssysteme sind zentrale Institutionen des Nationalstaats. Als solche antizipieren und simulieren sie im Verhältnis Lehrer/Erzieher - Zögling, strukturell bedeutsame Aspekte des Verhältnisses, das der Staat mit seinen Bürgern eingeht. Daher ist die universale öffentliche Massenbildung ein Inbegriff der Mitgliedschaftskonstitution in modernen Gesellschaften. Auf dieser Ebene (allgemeine Schulpflicht) ist demzufolge schulischer Ausschluss nicht vorgesehen. Schulischer Ausschluss in größerem Umfange ist bislang eine Folge des Organisationshandelns von Schule. Mit der Einführung der auf zentraler Ebene verordneten "Null-Toleranz"-Politik im amerikanischen Bildungssystem sind schulische Ausschlüsse vor dem Hintergrund der analytischen Unterscheidung in Legitimations- und Organisationshandeln nicht mehr, wie in früheren Zeiten, als negatives Indiz für die zukünftigen Inklusionschancen in die gesellschaftlichen Teilsysteme zu betrachten; sie sind vielmehr symptomatisch für Verwerfungen in der Mitgliedschaftskonstruktion. Abstract (English):Modern (public) education systems are key institutions of nation states and as such are characterized by anticipating and simulating in the teacher - student relation crucial aspects of the future state - citizen relation. Universal compulsory education is therefore an epitome of membership construction in modern societies. Against this background, public school exclusions not only represent - as they did in former times - a negative prejudice for future inclusions into the core systems of society, they also are symptomatic for shifts in societal membership constructions. If, they are, that is - as is the case of zero tolerance policies - centrally decreed by the state. The mechanism of this change is evident in the fact that zero tolerance is an inherently punitive measure marking the end of pedagogical interventions as an important means of societal inclusion.
