Abstract (English): | Contrary to the trend to pursue school development as the evolution and translation of innovative concepts, the author points to issues and tasks of research in the field of "weak" schools which have as yet been neglected in Germany as well as in other OECD- countries. He reports on and reflects pertinent experiences and results of research carried out in England and Wales. Special problems are due to the difficulty of coming up with an appropriate definition of concepts and to the complexity of school-internal attitudes and manners shown by "weak" schools. Concepts developed from insights gained at successful schools cannot be transferred to such schools. Here, an approach is needed which is effective on all levels of schooling and in which long-term targets are combined with both short-term successes and quasi therapeutical measures in the field of school culture.
