Abstract (German):Nach internationalen Forschungsbefunden gilt es heute als gesichert, dass eine Förderung von Kindern in qualitativ guten Kindertageseinrichtungen mit kurz-, mittel- und langfristigen Bildungseffekten bei den Kindern verbunden ist. Vor dem Hintergrund demografischer Entwicklungen werden in Deutschland gegenwärtig vielfältige arbeits-, familien- und bildungspolitische Maßnahmen ergriffen, die Frühpädagogik sowohl in quantitativer, vor allem aber auch in qualitativer Hinsicht nachhaltig zu verbessern. Allerdings kommt den entwickelten Bildungsprogrammatiken und Qualitätsinitiativen unter Steuerungsgesichtspunkten eher eine Informationsfunktion zu. Auch die Installation von auf den Qualitätsentwicklungsprozess konzentrierten Qualitätsmanagementsystemen der freien Träger sowie die Akademisierung der Erzieherinnenausbildung allein garantieren noch keinen Effekt auf die (Bildungs-)Qualität von Kindereinrichtungen. Um einen solchen abschätzen zu können, sind Verfahren zur Erfassung sowie zur Sicherung der Qualität pädagogischer Prozesse und ihrer Effekte auf die (Bildungs-)Outcomes von Kindern notwendig - wie sie im vorliegenden Beitrag diskutiert werden. Abstract (English):According to international research results, it can be assumed as a fact that the encouragement of children in all-day institutions for children with a high quality level is connected with short-term, medium-term and long-term educational effects. With the background of demographic developments, there are currently a lot of different work-related, family-related and education-related measures being taken in Germany to sustainable improve the early childhood education both with regard to quantitative and qualitative aspects. Under control aspects, however, the developed educational programs and quality assurance initiatives have a more informational function. Also the installation of quality management systems by voluntary organizations focused on the quality development process as well as the academization of the education for qualified child care workers do not guarantee for a positive effect on the (educational) quality of child care institutions. To be able to evaluate such effects, it is required to develop procedures for the evaluation as well as the assurance of the quality of pedagogic processes and their effects on the (educational) outcome of children. A number of these procedures will be discussed in this paper. (DIPF/Orig.)
