Abstract (German): | Anders als in Deutschland war die 1848er Revolution in der Schweiz erfolgreich und ermöglichte die Gründung des liberalen Bundesstaates. Weil die Kantone jedoch darauf achteten, ihre Identität nicht zu verlieren, waren sie im Bildungsbereich, der zu den Kernbereichen liberaler Politik zählt, nicht bereit, an den neuen Bund weitreichende Kompetenzen zu delegieren. In die Verfassung konnte nur ein kurzer Bildungsartikel aufgenommen werden, der die Möglichkeit schuf, eine Universität und eine polytechnische Schule zu errichten. Sowohl die Diskussionen um den Bildungsartikel der Verfassung wie auch diejenigen um dessen Ausführungen zeigen die Spannungsfelder, innerhalb derer Bildungspolitik als Realisierung des gemeinsam Möglichen erscheint. Bildungspolitisch konstituierten die revolutionären Umbrüche zwischen 1830 und 1848 den Bildungsföderalismus, der es der übergeordneten staatlichen Ebene bis heute nur in geringem Ausmaß erlaubt, steuernd einzugreifen. Abstract (English): | In Switzerland, as opposed to Germany, the revolution of 1848 was a success and prepared the ground for the foundation of the liberal federal State. But because the individual cantons took care not to lose their identity, they were not willing to delegate far-reaching competencies to the new federation in the educational sector which constitutes one of the central fields of liberal politics. Thus, only a short article on education could be inserted in the Constitution which allowed the establishment of a unversity and of a polytechnic school. Both the discussions on the article on education in the Constitution and those concerning its implementation reveal the fields of tension within which educational policy manifests itself as the realization of what may be achieved in common by all parties concerned. On the level of educational policy, the revolutionary changes of the years 1830 to 1848 constituted the educational federalism due to which the superordinate State level may exert but a very limited control, even today.
