Abstract (German):In der auch im sozialen Sektor verstärkt geführten Qualitätsmanagement-Debatte kommt dem Kundenbegriff und der Frage nach dem Dienstleistungsverständnis Sozialer Arbeit ein zentraler Stellenwert zu. Dabei wird - so die zentrale These des Aufsatzes - zu wenig wahrgenommen, wie prekär sich eine vorschnelle Übertragung des im profitorientierten Dienstleistungssektor üblichen Kundenverständnisses auf das Feld sozialer Dienste gestaltet. Die im Zuge der Qualitätsdebatte stattfindende unkritische Übertragung einer Managementrhetorik und dazugehöriger Konzepte droht den anders gearteten Charakter von Kunden-Anbieter-Strukturen in der Sozialarbeit zu verschleiern, indem das postulierte Dienstleistungsideal nicht hinreichend die systembedingten Widersprüche beachtet, die durch das doppelte Mandat und den doppelten Kundenbezug sozialer Dienste entstehen. Um der Komplexität des Kundenbegriffs besser Rechnung tragen zu können und in der konkreten Ausgestaltung sozialer Hilfen letztlich zu mehr Responsivität zu gelangen, wird vorgeschlagen, den Aspekten Partizipation, Komplementarität und Flexibilität als Qualitätskriterien sozialer Arbeit erhöhte Aufmerksamkeit zu schenken. Abstract (English):In the debate on quality management, which has increasingly gained in importance in the social sector, too, the concept of the customer and the issue of social work being considered part of the services sector play a crucial role. In this - thus the author's central thesis - not enough attention is paid to the dangers inherent in a rash transfer of the customer concept common in the profit-oriented services sector onto the field of social services. The uncritical transfer of a management rhetoric and its accompanying concepts taking place in the course of the debate on quality threatens to blur the divergent character of customer-supplier-structures in social work because the postulated services ideal neglects the system-inherent contradictions which emerge due to the double mandate and the double customer relation of social services. In order to better meet the complexity of the customer concept and to reach a higher degree of responsiveness in the concrete planning of social support, the author proposes to give greater attention to the aspects participation, complementarity, and flexibility as quality criteria of social work.
