Abstract (German):Die Vorstellungen von staatlicher Schulkontrolle haben sich in den vergangenen Jahren, verstärkt durch den Abbau der Blockkonfrontation, verändert. Neue Steuerungsmodelle indes sagen noch nichts über Minderung oder Steigerung von Schulqualität aus. Der Autor zeigt an einer schwedischen Langzeituntersuchung, daß neue Regulierungsmechanismen geringere Veränderungen verursachen als erwartet. Selbst umwälzende Reformen der Verantwortung von Schulen, z. B. Autonomie in der Budgetierung, in der Bestimmung über Inhalte oder Veränderungen von Didaktik sowie in der Verstärkung von Lehrerfortbildung, bewirken keine Veränderung der Arbeitsweise der Schule. Bestimmender bleiben die in der einzelschulischen "Arbeitsstruktur" latenten Mentalitäten. (DIPF/Orig.)
Abstract (English):During the past few years, the conceptions of state control over schools have changed considerably, also due to the relaxation of the confrontation between the blocs. New models of management, however, reveal little or nothing about the reduction or improvement of the quality of schooling. On the basis of a Swedish long-term study, the author shows that new mechanisms of regulation cause fewer changes than expected. Even radical reforms of the responsibility of schools, e.g. autonomy in budgeting, in decisions concerning the content of teaching, or changes in didactics, as well as in the reinforcement of refresher courses for teachers, do not ensue changes in the schools' working methods. Rather, the mentalities inherent in the individual school's "working structure" remain the determining factor. (DIPF/Orig.)
