Abstract (German): | Der gesellschaftliche und ökonomische Wandel der letzten Jahre spiegelt sich deutlich in einer Um- und Neusteuerung von Bildungs- und Berufsbildungssystemen. Schlagworte wie "Qualifikationsrahmen", "Outcome- und Lernergebnisorientierung" und "Akkreditierung" kennzeichnen diese Entwicklung. Wir erleben einen bildungspolitischen Perspektivenwechsel, der Bildung vorrangig auf Effizienz, Ergebnisse und Marktbedarfe ausrichten möchte. Sind der Europäische und die Nationalen und Sektoralen Qualifikationsrahmen zugleich Instrumente für eine einseitig auf Markt- und Unternehmensbedarfe ausgerichtete Bildung? Entscheidend ist für die weitere Entwicklung, ob und wie die prinzipiell zwischen Ökonomie und Bildung angesiedelte Outcome- und Lernergebnisorientierung von Qualifikationsrahmen die Bildungsdimension berücksichtigt oder ob sie einseitig auf den zurzeit stattfindenden sozio-ökonomischen Wandel und betriebliche Qualifikationsbedarfe rekurriert. Der Beitrag versucht hier zu einer Antwort zu kommen und rückt dabei den Europäischen Qualifikationsrahmen für lebenslanges Lernen (EQR) in den Mittelpunkt. (DIPF/Orig.) |
Abstract (English): | The societal and economic transformation of the last few years is clearly reflected in the reversal of and new direction that educational and vocational training systems are taking. Buzz words like „qualifications framework“, „learning outcome orientation“ and „accreditation“ are characteristic of this development. We are experiencing a change in educational policy whose current priority is to bring education in line with efficiency, results and market requirements. Are the European Qualifications Framework and the national and sectoral qualifications frameworks all instruments for a one-sided education orientated towards the needs of the market and businesses? What is decisive for further development is whether and how the learning outcome orientation of qualifications frameworks, which in principle is positioned between economics and education, takes into account the dimension of education or if it only falls back on the socioeconomic transformation currently taking place and the qualifications required by companies. This article attempts to answer this question by focusing on the European Qualifications Framework for Lifelong Learning (EQF). (DIPF/Orig.) |
