Abstract (German): | Die Bildungssysteme in den Ländern der Europäischen Union unterscheiden sich traditionell sehr voneinander, was Qualifikationen oft nur schwer international vergleichbar und anrechenbar macht. Um dieser Vielfalt begegnen zu können, hat die Europäische Union zwei Instrumente entwickelt: den Europäischen Qualifikationsrahmen (EQR) für den gesamten Bildungsbereich und die Dublin-Deskriptoren für den tertiären Bildungssektor. Der vorliegende Beitrag bringt beide in Zusammenhang und diskutiert neue Möglichkeiten der tertiären Bildung. Analog zu anderen Bildungssystemen denkt der Autor auch für Österreich sogenannte "Short cycles" (übers. Kurzstudiengänge) an. Das sind zweijährige tertiäre Bildungsgänge, die auch an Einrichtungen der Erwachsenenbildung absolviert werden können und an ein universitäres Bachelorstudium anschlussfähig sind. (DIPF/Orig.) |
Abstract (English): | The educational systems in the countries of the European Union have traditionally been very distinct from one another, which often makes it difficult to compare qualifications and recognise them internationally. To respond to this diversity, the European Union has developed two instruments: the European Qualifications Framework (EQF) for the entire field of education and the Dublin Descriptors for the tertiary education sector. This article establishes a connection between the two and discusses new opportunities for tertiary education. The author proposes so-called „short cycles“ analogous to other educational systems for Austria. These cycles are two-year tertiary educational programmes that can also be completed at adult education institutions and that may be followed by a bachelor‘s programme at a university. (DIPF/Orig.) |
