Abstract (German):In Phasen wirtschaftlicher Rezession geht regelmäßig die Ausbildungsbereitschaft der Ausbildungsbetriebe zurück. Seit über einem Jahrzehnt liegt die Ausbildungsquote im Bereich der dualen Berufsausbildung unter dem für stabile Fachkräftemärkte erforderlichen Niveau. Auf der Basis konzeptioneller Überlegungen und empirischer Befunde zur Organisation der dualen Berufsausbildung in der Form von Ausbildungspartnerschaften kann gezeigt werden, dass unter den Bedingungen der zwischenbetrieblichen Organisation moderner industrieller Produktion (Reduzierung der Fertigungstiefe, Auslagerung produktionsnaher Dienstleistungen etc.) und der Spezialisierung in den kleinen und mittleren Unternehmen das Konzept der einzelbetrieblichen Berufsausbildung an seine Grenzen stößt. Mit dem Konzept der Ausbildungspartnerschaft kann die Tradition der dualen Berufsausbildung erfolgreich modernisiert werden: Eine Anhebung der Ausbildungsqualität bei Senkung der Ausbildungskosten und der Anhebung der Ausbildungsquote erscheint danach möglich. Abstract (English):In periods of economic recession the willingness of companies to train apprentices within the dual system usually decreases. For more than ten years the number of apprentices is much lower than necessary in order to provide a stable supply of skilled workers for the labour market. Based of conceptual considerations and empirical data on the organisation of dual vocational training in Germany, this paper proves, that the concept of vocational training based on work experiences in only one company reaches its limits. This is due to the organisational conditions of modern industrial production and the processes of specialisation in small and medium enterprises. The dual vocational training can be modernized successfully with the introduction of a workplace learning partnerships concept. Thus the quality of training could be improved, and at the same time the training costs could be reduced. In addition, the number of training places could be increased. (DIPF/orig.)
