| Abstract (German): | Bei Elementarbildung und auf dem Felde von Familien- und Kinderpolitik sind skandinavische Länder im OECD-Vergleich führend, während Deutschland unterdurchschnittlich abschneidet. Da die Kommunalisierung von Kompetenzen und die Integration verschiedener Fachpolitiken in Skandinavien weit gediehen sind, beschäftigt sich der Beitrag mit der Frage, was daraus für die deutsche Debatte um Leitbilder und Konzepte einer kommunalen Bildungspolitik gelernt werden kann. Dargestellt wird die Ausgestaltung vorschulischer Bildung in den 5 nordischen Ländern entlang wesentlicher Merkmale. Die Diskussion der Frage nach den Erfolgsvoraussetzungen führt zu der These, dass allein über Netzwerke und beschränkte Projekte, damit ohne deutlich verbesserte personelle und finanzielle Ausstattungen nur punktuelle Verbesserungen erreichbar sind und auch die Entwicklung einer Kultur der Kooperation von Bedingungen abhängig ist, die in Deutschland bislang kaum entwickelt sind. | Abstract (English): | During OECD-countries Germany occupies in the fields of education and of policies for families and children a position below the average whereas Scandinavian countries stand at the top. In view of the current debate of models and concepts of a municipal educational policy this article deals with the question what can be learnt from Scandinavian experiences. Communities there have become central creators of local educational spaces by expanding and interlinking different institutions as well as disciplines. The article comes to the conclusion that without a considerable increase in personnel and finances an improvement cannot be expected solely by creating networks and launching small projects. Also, to establish cooperation cannot be prescribed but depends on conditions which promote the development of an adequate culture. (DIPF/Orig.) |
