| Abstract (German): | Sind die Länder als Gewinner im Bildungsbereich aus der Föderalismusreform hervorgegangen - oder doch der Bund? Welche Kompetenzverlagerungen folgen aus der Grundgesetzänderung und welche praktischen Auswirkungen ziehen diese nach sich? Ein Vergleich der Kompetenzverteilung vor und nach der Reform gibt hierüber Aufschluss und lässt die Frage aufkommen, ob und inwieweit die Länder gerade im Hinblick auf gesamtstaatliche Problemfelder wie mangelnde Bildungsgerechtigkeit in Deutschland auch eine gesamtstaatliche Verantwortung zu tragen haben. | Abstract (English): | Who is the winner of the reform of Germany's federal educational system - the single states or the federal government? Which relocations of competences have entered the Basic Constitutional Law, and which practical implications do result? The article compares the competences before and after the reform of federalism with regard to the educational system and raises the question how and in what way the states are now responsible for federal problems altogether, such as the inequality with regard to educational achievements of the educational system in Germany.
