| Abstract (German): | Ein historischer Rückblick auf die Anfänge und die Arbeit der KMK soll deutlich machen, dass dieses Gremium die jeweils anstehenden Aufgaben durchaus angemessen bewältigt hat und auch in Zukunft unverzichtbar ist. Seit der deutschen Teilnahme an internationalen Vergleichstests ist in der Arbeit und im Selbstverständnis der KMK eine Umsteuerung zur Output-Orientierung festzustellen. Diese Entwicklung wird durch den Bologna-Prozess verstärkt. Die KMK kann genügend Kraft entwickeln, die pädagogischen und gesellschaftlichen Herausforderungen wirklich angemessen zu bearbeiten. Schwierigkeiten liegen in den prinzipiellen Meinungsunterschieden der Parteien und nicht in der Konstruktion der KMK. (DIPF/Orig.) |
| Abstract (English): | Despite legitimate singular criticism the Standing Conference of the Ministers of Education and Cultural Affairs (KMK) cannot be replaced because of historical and constitutional reasons. Since Germany takes part in international comparative studies a change to an output orientation of the work and identity of the conference can be perceived. The Bologna-process intensifies this development. The KMK can gather enough strength to meet the educational and social challenges. The problems are not due to the construction of the KMK but to the fact, that the political parties have divergent opinions on fundamental principles. (DIPF/Orig.) |
