| Abstract (German): | Dass die Länder für den Unterricht in den Schulen und die Kommunen für die Sachkosten zuständig sind, hat ein Gestrüpp von Abstimmungs-, Entscheidungs- und Abrechnungsprozeduren entstehen lassen. Die traditionelle kommunale Schulträgerschaft hat kaum noch pädagogische Bedeutung, weil die Länder fast alle Details vorschreiben. Die Funktionsteilung ist zumindest in der gegenwärtigen Form nicht mehr sinnvoll. (DIPF/Orig.) |
| Abstract (English): | The fact that the lander are responsible for schools with regards to instruction and the communes for the material expenses has led to the emergence of a jungle of procedures concerning coordination, decision and settlement of accounts. The traditional communitybased organization has hardly any pedagogical meaning today because the lander prescribe almost all the details. This kind of division of functions between communes and lander makes no longer any sense. (DIPF/Orig.) |
