| Abstract (German): | Benachteiligte junge Menschen am Übergang zwischen Schule und Beruf werden im Rahmen des Übergangssektors durch Jugendberufshilfe adressiert. Die Jugendsozialarbeit ist dabei traditionell eine von mehreren beteiligten Institutionen und Akteur*innen, die diese Aufgabe übernehmen. Ausgangspunkt unserer Untersuchung ist die bis jetzt äußerst begrenzte quantitative Studienlage in diesem Feld, aus der gleichwohl häufig die Sichtweise von Jugendberufshilfe als stigmatisierendes Kontrollsystem mit mangelnder Partizipation und unklarer Wirksamkeit abgeleitet wird. Unsere Studie ist die erste und bis jetzt einzige, die diese Sichtweisen im Feld der Jugendsozialarbeit quantitativ überprüft. Wir erforschen anhand von 24 Angeboten der Jugendsozialarbeit im Bereich der Jugendberufshilfe im Land Berlin, wie die teilnehmenden Adressat*innen (n = 192) die Angebote wahrnehmen. Wir zeigen anhand von Surveydaten der Studie YOU-BLN (Young in Berlin), dass Adressat*innen die Angebote als insgesamt hochwirksam und hinreichend partizipativ ausgestaltet erleben. Zudem werden besonders benachteiligte Gruppen innerhalb der Adressat*innenschaft, obwohl gewisse Unterschiede im Partizipationsempfinden bestehen, durch die Angebote insgesamt angemessen adressiert. Wir schließen daraus, dass Jugendberufshilfe zumindest im Feld der Jugendsozialarbeit weder als kontrollierender noch als unwirksamer Arm der Sozialen Arbeit gesehen werden kann. (DIPF/Orig.) |
| Abstract (English): | Disadvantaged young people facing the school-to-work transition are supported through youth employability programs within an extensive social service sector in modern welfare states. Youth social work is traditionally one of the main providers of these programs. The starting point for our study is the very poor quantitative evidence in this field, which nevertheless frequently serves as a basis for notions of authoritarian top-down regulations and potentially limited beneficial impacts of the programs. Our study is the first and until now the only one that tests these notions quantitatively. Analyzing 24 different programs in the German state of Berlin, we investigate whether participants (n = 192) perceive them to have a positive impact and to be participative. Using survey data of the YOU-BLN (Young in Berlin) study, we show that participants perceive the investigated programs as highly beneficial and sufficiently participative. In addition, particularly disadvantaged subgroups perceive the programs as equally beneficial and participative when compared to other subgroups, with some heterogeneity in perceived participation. We conclude that youth employability programs cannot be seen as an authoritarian or ineffective branches of social work. (DIPF/Orig.) |
