| Abstract (German): | Der folgende Beitrag befasst sich mit dem Potenzial und den Realisierungschancen sektoraler Qualifikationsrahmen (SQRs) im internationalen Kontext. Im Anschluss an eine allgemeine Auseinandersetzung mit SQRs präsentiert der Autor zwei Beispiele: einen teilweise bereits implementierten sektoralen Qualifikationsrahmen (für die Versicherungsbranche "European Insurance Intermediary" im Rahmen von EFICERT) und einen, der konzeptionell entwickelt, aber noch nicht umgesetzt wurde ("Flexi-Path" für Ausbildung der AusbildnerInnen). Er kommt zu dem Schluss, dass europäische sektorale Qualifikationsrahmen eine attraktive Ergänzung zur Entwicklung von Nationalen Qualifikationsrahmen (NQRs) darstellen. Das Besondere daran: Sektorale Qualifikationsrahmen wurden von der EU-Kommission ursprünglich als Nationale Qualifikationsrahmen vorgeschlagen. Sie etablieren sich aber (auch) als internationale Qualifikationsrahmen. Erste Erfahrungen zeigen, dass internationale SQRs, die auf der Eigeninitiative gut vernetzter Organisationen basieren, eine vielversprechende Dynamik entfalten können. Dies kann auch der Entwicklung von NQRs Impulse geben. (Verlag) |
| Abstract (English): | The following article is concerned with the potential and prospects for realising sectoral qualifications frameworks (SQFs) in an international context. Following a general examination of SQFs, the author presents two examples: a sectoral qualifications framework that has been partially implemented (“European Insurance Intermediary” as part of EFICERT for the insurance industry) and one whose concept has been developed but not yet implemented (Flexi-Path for training the trainers). He comes to the conclusion that European sectoral qualifications frameworks are an attractive addition to the development of national qualifications frameworks (NQFs). What is remarkable is that sectoral qualifications frameworks were originally proposed as national qualifications frameworks by the EU Commission. However, they are (also) being established as international qualifications frameworks. The first results have shown that international SQFs based on organisations that are well-connected due to their own initiative can develop into a promising dynamic. This can also stimulate the development of NQFs. (DIPF/Orig.) |
