Abstract (German): | Gegenstand dieses Artikels ist eine vergleichende Fallstudie zu zwei bildungspolitischen Reformprojekten in Deutschland und in der Schweiz, die sich jeweils auf eine breite parlamentarische Mehrheit stützen konnten, aber durch Mechanismen der direkten Demokratie zu Fall gebracht wurden. Die beiden Reformprogramme stimmen in dem Ziel überein, die Chancen von Kindern aus benachteiligten Milieus zu verbessern, ohne dabei das Leistungsprinzip aufzugeben. Eine zentrale Rolle spielt dabei die Neugestaltung der Primarschule. Der Autor vertritt die These, dass die Pläne der Neugestaltung in beiden Fällen mit stereotypen Auffassungen kollidiert sind, wie eine „normale Schule“ auszusehen hat. Im Rückgriff auf das Konzept der Grammar of Schooling wird das Argument entwickelt, dass sich diese Auffassungen im Rahmen einer direktdemokratischen Mobilisierung als populistische Ressource ausbeuten lassen. Abstract (English): | This contribution presents a comparative study of two school reform projects in Germany and Switzerland, both supported by a strong parliamentarian majority, yet rejected by direct democracy mechanisms. Both reform policies aimed at improving disadvantaged children’s educational opportunities without sacrificing the achievement principle. Primary school reorganization played a key role in both projects. The author argues that this reorganization plan has been confronted, in both countries, with stereotyped conceptions of what a «normal school» should be. Using the concept of Grammar of Schooling, the author shows how such conceptions are exploited as populist resource within direct democratic mobilization. (DIPF/Orig.) |
