| Abstract (German): | Unter dem Stichwort 'Jugend als Ressource' hat europäische Jugendpolitik in den letzten Jahren die Entstandardisierung und Individualisierung der Übergänge Jugendlicher zum Erwachsensein zur Kenntnis genommen. Zwei zentrale jugendpolitische Prinzipien sind Partizipation und Aktivierung. Auf der Grundlage zweier europäisch-vergleichender empirischer Studien untersucht der Beitrag zum einen, wie das Verhältnis von Aktivierung und Partizipation in unterschiedlichen europäischen Kontexten interpretiert und konkret umgesetzt wird. Zum anderen wird anhand dreier deutscher Fallbeispiele illustriert, welche biographischen Konsequenzen unterschiedliche Interpretationen des Aktivierungsdiskurses für junge Frauen und Männer im Übergang haben können. In Bezug auf die Jugend- und Übergangsforschung unterstützt die international vergleichende Perspektive eine subjektorientierte Forschungsperspektive, indem sie institutionelle Maßstäbe des Gelingens oder Scheiterns von Übergängen relativiert. Für die Übergangspolitik lassen sich dagegen Faktoren benennen, die ein aktives Übergangshandeln der Subjekte ermöglichen. (DIPF/Orig.) |
| Abstract (English): | 'Youth as a resource' has become the guiding motto of European youth policy in addressing the de-standardisation and individualisation of young people's transitions to adulthood. Two key youth policy principles in this regard are participation and activation. The article draws on the findings of two European comparative studies. First, it aims at analysing how the relationship between participation and activation is interpreted and set into practice in different European contexts. Second, it investigates three German case studies with regard to the biographical consequences of different concepts of activation for young men and women in their transitions to work. The benefit of comparative analysis for youth and transition research lies in supporting a subject-oriented perspective while institutional assumptions of transition success or failure are qualified. In terms of transition policies, factors are identified which facilitate young people's active coping with their transitions.(DIPF/Orig.) |
