Abstract (German):Im interorganisationalen Zusammenhang von Entwicklungshilfeprojekten kooperieren Organisationen mit unterschiedlichen Intentionen und Tiefenstrukturen. Dabei entsteht, so kann mit theoretischer Analyse und mit empirischem Rückgriff auf vier Entwicklungshilfeprojekte aus dem Trinkwasser- und Hygienebereich gezeigt werden, kaum ein Raum gemeinsamen Lernens. Eher entsteht ein irritationsminimierendes sektoradäquates System - getrennt durch verschiedene Sichten, verbunden durch normierte Verständigungsakte - welches das Lernen zwar nicht prinzipiell verhindert, aber deutlich verlangsamt und ineffektiv macht. Abstract (English):Organizations with a wide range of intentions and structures cooperate in the development aid sector. Theoretical analysis based upon four development aid projects in the field of water and sanitation illustrates that rapid common learning is difficult to achieve. A sectoral system that minimizes irritations between the organizations through specific regulations and norms of interaction does not allow more than a slow and less efficient process of learning.
