| Abstract (German): | Ausgehend von den Aufgaben einer Bildungsfinanzstatistik wird zunächst eine Abgrenzung des Bildungsbereichs vorgenommen. Die Basiskonzepte der Bildungsfinanzstatistik (Ausgabenbegriff, Ausgaben für den Bildungsprozess, Ausgaben für den Lebensunterhalt der Bildungsteilnehmer, Durchführungs- bzw. Finanzierungskonzept) werden dargestellt, und auf der Basis der verfügbaren Daten werden die Bildungsausgaben der einzelnen Bundesländer für das Jahr 1996 im Querschnitt und Zeitverlauf verglichen. Ein besonderer Schwerpunkt wird dabei auf den Schul- und Hochschulbereich gelegt. Die Analyse zeigt, dass sich die Ausgaben von 1980 bis 1996 in bezug zu den Schülern und Studierenden unterschiedlich entwickelt haben. Für das Jahr 1996 werden die Ausgaben im Schulbereich differenziert nach Bundesländern und Schularten, im Hochschulbereich nach Hochschularten und Fächergruppen untersucht. Schliesslich wird ein Blick auf die Bildungsfinanzierung durch Bund, Länder und Gemeinden geworfen. Forschungsmethode: empirisch. (BIBB2). |
| Abstract (English): | Starting from the tasks of a statistics of educational expenditures, the author undertakes a delimitation of the educational field. He then describes the basic concepts of the statistics of educational expenditure (concepts of expenditure expenditures for the educational process, cost of living, concepts of implementation and financing). The educational expenditures of the FRG for the year 1996 are outlined, taking into account the basic definitions. An analysis of the school and universities shows that during the period from 1980 to 1996, the expenditures have developed differently in relation to pupils and university students. For the year 1996, the expenditures for schools are analyzed on the basis of a differentiation according to Laender and school types, the analysis of the universities follows a differentiation according to university types and groups of disciplines. In the final part, the author takes a look at the respective shares of educational expenditures of State, Laender, and communities. (DIPF/Orig.) |
