| Abstract (German): | Die öffentliche Förderung der Erwachsenenbildung in Österreich reicht – in bescheidenen Ausmaßen – bis ins 19. Jahrhundert zurück, wurde aber lange Zeit nicht mit staatlicher Steuerung verbunden. Der vorliegende Beitrag spannt einen umfassenden historischen Bogen vom Beginn öffentlicher Förderungen im Jahr 1887 über die zunehmende Steuerung der Erwachsenenbildung durch den Staat und deren Integration in das Bildungssystem in den 1970er Jahren bis hin zu der jüngsten Innovation, der „Initiative Erwachsenenbildung“. Es ist das ein jahrzehntelanger Transformationsprozess der „freien“ Erwachsenenbildung in eine „integrierte“ Erwachsenenbildung. Schritte auf diesem Weg sind die Gründung der Konferenz der Erwachsenenbildung Österreichs und der Österreichischen Gesellschaft für politische Bildung, das EB-Förderungsgesetz, die Lehreraktion, die Qualifikationsrahmen u.v.m. Den Abschluss bildet ein Plädoyer für eine Staatstheorie für Erwachsenenbildung, die die fatale Dualität von Staat oder Markt überwindet und die Rolle der Sozialpartner berücksichtigt. (DIPF/Orig.) |
| Abstract (English): | Public funding of adult education in Austria – on a modest scale – dates back to the 19th century but was not connected with government control for a long time. This article traces the historical development from the start of public support in 1887 through the increasing control of adult education by the state and its integration into the educational system in the 1970s to the most recent innovation, the Adult Education Initiative. It is the decade-long transformation of “free” adult education into an “integrated” adult education. Steps along the way include the founding of the Austrian Conference on Adult Education (Konferenz der Erwachsenenbildung Österreichs – KEBÖ in German) and the Austrian Society for Political Education, the Adult Education Promotion Act, the “Aktion Stellenlose Lehrer in der Erwachsenenbildung” (initiative to recruit unemployed teachers to adult education) and the frameworks of quality. The conclusion makes the case for a government policy for adult education that overcomes the fatal duality of state or market and takes into account the role of social partners. (DIPF/Orig.) |
