| Abstract (German): | In Namibia ist vieles in Bewegung. 1990 als letztes afrikanisches Land politisch unabhängig geworden, verfügt Namibia über eine der fortschrittlichsten Verfassungen Afrikas. Dort heißt es in Artikel 20: "All persons shall have the right to education [...]" und in Artikel 95/1: "The state shall actively promote and maintain the welfare of the people by adopting, inter alia, policies aimed at the following [...] maintenance of ecosystems, essential ecological processes and biological diversity of Namibia and utilisation of living natural resources on a sustainable basis for the benefit of all Namibians, both present and future; in particular, the Government shall provide measures against the dumping or recycling of foreign nuclear and toxic waste on Namibian territory." Die Verknüpfung dieser beiden Grundsätze läßt bildungspolitische Forderungen und Initiativen besonders im Bereich der Umweltbildung erwarten. Für die Lehreraus- und -fortbildung werden vor diesem Hintergrund neue Konzepte erarbeitet; die Multiplikationsfunktion, die dieser Berufsgruppe in der Gesellschaft zukommt, wird sehr ernstgenommen und nimmt eine hohe Priorität auch im Staatshaushalt ein.
