| Abstract (German): | Trotz wechselnder Steuerungsstrategien sind das Recht und eine kontinuierliche Finanzausstattung Konstanten der Schulentwicklung. Ausgehend von der zunehmenden Verrechtlichung des Schulwesens wird insbesondere die Steuerungswirkung des Rechts zur Durchsetzung von Innovationen angesprochen. Die Steuerung über die Finanzierung des Schulwesens wird am Beispiel der Veränderung der Mittelverwendung und der Nutzung rückläufiger Schülerzahlen für Innovationen diskutiert. (DIPF/Orig.) |
| Abstract (English): | In spite of changing regulation strategies, legislation und continuous funding are constants of school development. Starting with the increasing juridification of the school system, this article deals with the regulating effects of legislation to implement innovations. Regulation by means of funding of the school system is discussed with regard to changes in the allocation of resources and with regard to the use of declining pupil numbers for innovations.
